The progress report was designed to appeal to two distinct stakeholder groups. It needed to appeal to both an internal governmental audience as well as providing information to the general public.

Emergency Management Ontario (EMO) is responsible for the promotion, development, implementation and maintenance of effective emergency management programs throughout Ontario, and for the coordination of these programs with the federal government. Emergency Management Ontario’s 2006-2009 Strategic Plan laid out an ambitious agenda to embark on a new phase of emergency management programming.

EMO's strategic plan consisted of 12 key goals. By making these key goals the featured design element of the progress report, traffic was able to successfully present the information in a meaningful and tangible way. Simple but effective information graphics were paired with eyecatching images, to aid in giving a face to an otherwise unfamiliar Government department. This job was completed in English and French.
